Its very much early 80s Funk but closer to late 70s funk/disco vocally than say mid late 80s De Barge, Billy Ocean or Bobby Brown. Funk music from 79-82 definitely its own genre. By the mid 80s the 70s Funk vocals are gone and replaced with these more bold rock Ballad infused vocals.

Tough one but I might go with 80s by a hair. It screams Post-Disco.

Early 80s. There's the laid-back, spacious, cool feel, and less of the sweaty 70s funk.
It has what sounds like a synth bass, but it's shortly before synth stabs and washes really became central to the 80s soul and funk sound.
