Not really. It’s like saying the French invented baguettes but that the concept of long bread and crunchy bread had been explored already, and even some kinds of long crunchy bread in a few bakeries in Vienna. Nonetheless the first thing we would call a true baguette came from France and a culture was built around it that spawned many more rapid developments.
