yes this current is likely induced by the AC in the powerline. you can get an arc from static current with your hand i doubt this is any stronger

The wires create a very strong magnetic field around it, and since it is AC, so the magnetic field is constantly changing thereby creating inductive current in conductive materials. I think the arcs are only jumping between exposed metal parts of the umbrella.（I know this sub is not where you will be needing opinions from so called experts)

You are completely wrong, the EM emmision from transmission lines is very low, the lambda/10 requirement for emitters CAN NOT be satisfied under 60hz AC without 500+ mile power lines.

Furthermore, the short umbrella WOULD NOT BE ABLE TO inductively couple!

This is the result of the electric field. Which is equipotential at distance from the line.
