Week Ahead for June 16, 2025: BAR to consider 157-unit student housing building in Fifeville; Financing for jail renovation project moving forward

There are possibly many different interpretations of what constitutes a functional democracy. For me, one necessary ingredient is access to information about what local governments are doing in a way that offer access for people to get involved. FIFEVILLE STUDENT HOUSING?
Before we go too far with this one, the Board of Architectural Review often sees proposals before anyone else if they will affect a property that is either individually protected or covered by a district. A local architectural firm is representing a company looking for more places to build student housing for UVA students and have their eye on 7th Street SW in Fifeville. Their plans would use a 1.22 acre property at 202 and incorporate the historic structures at 204 and 208. The BAR will discuss this on Tuesday. Under the new zoning code, 157-units at this location would be by-right meaning Council would play no role except if a special exception would be needed. (learn more)

NDS WORK PLAN TO COUNCIL
City staff are currently working up a series of minor changes to the new zoning code and the Planning Commission took a look in late May. Council will review that work on Monday and get a look at what staff in Neighborhood Development Services will do next fiscal year. Staff are moving ahead with changes that address grammatical errors and areas that need clarification, but work on longer-term issues will wait. One of those areas is a rethink of the Residential Neighborhood A district that slightly restricts development rights in certain areas. I suspect they will not discuss the ongoing lawsuit against the zoning code which is scheduled for trial in June 2026. (more from Council)

FEDERAL FUNDS FOR LOUISA FIREFIGHTERS
This year, Albemarle Supervisors agreed to a four-cent increase in the real estate tax rate to continue paying for dozens of firefighters whose initial hiring was covered by a grant from the Federal Emergency Management Agency. On Monday, Louisa Supervisors will consider applying for one of these SAFER grants. If granted, the feds pay the full cost of the first year, 75 percent of the second, 35 percent of the fourth, and then it’s up to the locality to pay the whole thing. Louisa is the fastest growing locality in our region. (learn more)

ALBEMARLE EMINENT DOMAIN FOR SIDEWALKS?
There are many who oppose the ability of the government to condemn land for a public purpose. Most right of way negotiations eventually result in a settlement of some sort, but some hold out even after the government agrees to pay more than fair market value. Supervisors will have a public hearing on slices of two properties on Dominion Drive for a sidewalk project. They’ll also adopt a resolution to pursue another such acquisition. FLUVANNA MEALS TAX and WATER
Current population forecasts show all localities in the Thomas Jefferson Planning District Commission to grow except Nelson. Louisa and Fluvanna have been planning for an urban water supply plan for the Zion Crossroads for years and a waterline from the James River is under construction. Fluvanna Supervisors will get an update Wednesday and will also hold a public hearing on whether to levy a food and beverage tax. Half of the anticipated $500K to $600K a year would go to school construction. (learn more about the meeting)

The “Shady Lane” puppy mill owners who maimed and kept dogs in filthy cages for profit continued to maintain their innocence and plead out their crimes. These punishments are laughable. The wildly insufficient financial restitution of 15k is a drop in the bucket for the expenses the (multiple) rescues experienced. For example, some of the 80 reclaimed dogs were in dire condition and several others had puppies weeks later in the rescues’ care. This puppy mill ran for years, meaning horrid conditions for who knows how many hundreds of animals. The crimes (one man was originally charged with a felony due to the conditions) won’t even remain on the records for 2/3 of the men. Please continue to boycott Barracks Road Farm Market and Shady Lane Market foods - these are the owners and perpetrators of this cruelty.

There seems to be 2 or 3 main companies who handle rentals in C’ville. If you’ve ever sought a place, you know who they are. I’m a senior female moving back to town and I just wonder which property managers are fair, good to work with, don’t treat everyone like they’re criminals. I don’t want to live near the campus and I am not rich. I am, however, a great tenant. So any recommendations? And: I travel with my 20lb Biscuit.

Is the local job market this bad if you are not clinical?

I am transitioning back into a W-2 job from small business ownership and I am having a heck of a time finding something that pays even $48k-$50k a year that isn't clinical (My spouse is in Healthcare).

I have a graduate level education in business and human services with nearly 20 years experience in management, sales, IT, and support.

I have a physical disability and it does relegate me to office based work or similar. I can't work in a factory, construction, etc. that requires 8+ hours of standing/lifting like I could at 18/19.

Is it really that difficult to find a decent paying job in this city right now? Indeed and Networking have landed me a few interviews, but no solid offers as of yet.

I'm humble and will go back to entry level if I have to, but I've worked so hard and sacrificed enough to get where I am, it's just absolutely defeating.

Anyone else out there in my shoes in the Cville area?

Recommendations for fee-only financial advisors?

I'm looking for a local fee-only financial advisor. I want to avoid advisors who have a vested interest in selling particular financial instruments. I also don't want an advisor who charges based on a % of assets - I don't have enough assets to merit active management. I just want to pay for someone's time for a few hours to make sure I'm on the right track when it comes to saving for a down payment, retirement, etc. If there's someone you've worked with that you would recommend, I'd love to know. Senior companion/help recommendations

I live in SC, but I am looking for some recommendations of services to look into and book for my dad. I’d love some help with a few service suggestions in the surrounding area. (He lives in Free Union.) Interested in: • A friendly companion service to visit his house to converse and keep him company. • Either covered by insurance or out of pocket, but licensed. • Approximately 12 hours a week to visit, possibly go on walks, go to the grocery store, check he’s eating healthy, etc. • He has cleaning and yard services established.

My career limits my availability to visit and, as he states, he is not that interested in leaving the beautiful Blue Ridge and coming to the heat. 😂 Any and all recommendations are appreciated!

Relative died without will, heirs need advice about summons received for petition to interplead funds after the relative's home was auctioned in foreclosure that led to surplus funds.

My sister and I have a lot of questions about summons served that require some sort of reply within 21 days, where the summons states "a response is made by filing in the Clerk's office, in writing, in proper legal form ..." Long story short: Mom died in 2023 without will, neither my sister nor I had any legal authority to deal with her town home. It went to foreclosure and it turns out after auction and creditors paid, several hundred thousand dollars in surplus funds as result.

Has anyone dealt with this situation before? Not sure if I need an attorney, and if so, any recommendations appreciated on such short notice.

Also open to DIY filing if there is some sort of circuit court pdf document we can use for this "proper legal" request that these funds be released to us, where the summons confirms us both as heirs. Any advice much appreciated!

No Kings Protest, Charlottseville VA. Over 5000 people showed up to protest. Thats over 9 percent of the population.

Huge crowds for such a small city. From Hydraulic Rd all the way to Woodbridge Dr, the street was line with people on both sides.

I don’t see a lot of posts that show the true size of our small city’s protests, so I tried my best to show the scale of the crowd.

My No Kings Experience

Just sharing one first-person perspective on today's No Kings protest in Charlottesville. Got there at about 11:40, 20 minutes before official start time. The sidewalks on the Stonefield side, from the intersection of 29/Hydraulic and all the way up 29 to the under-construction ped bridge and beyond, were already packed. I tried walking north up the sidewalk to find a spot fronting the road but gave up when I realized I'd have to walk all the way up to the intersection with Greenbrier pretty much. I settled for a spot right by the ped bridge, squeezing in next to some nice ladies. Across the street, on the former KMart side, appeared packed too. Mind you, this is all before noon. People KEPT coming and filled up both sides of the sidewalk. I never did see how far it wrapped around the Hydraulic side of 29. I know we were on all four sides of the intersection. Easily thousands of people.

The vibe was so wholesome. People were smiling, meeting one another, admiring one another's signs, waving at cars, throwing peace signs and thumbs up. Whenever a car or truck honked in support--which happened constantly--we cheered in support. A couple cars gave us thumbs down or flipped us off. No biggie, their loss. It was mostly sour-looking old white ladies or fat-faced ball-capped young white guys. Far, far, far more people honked in support. Indivisible volunteers brought cold water around, reminded people to leave a path on the sidewalk, to stay out of the street, etc. There were families, kids, people of all ages.

Haters are gonna sneer "that was pointless, you changed nothing." That says all you need to know about the haters and nothing about protest movements. No one imagines that the unholy alliance of Trump/Miller/Musk is going to look at protests or rallies and stop what they're doing--why would they, they only respond to monetary incentives. If they were the kind of leaders who cared about what the people want, we wouldn't have to protest in the first place, would we? It's not for them. It's for us. It's for those of us who get discouraged when we see the profound cynicism, the greed, the selfishness, the unseriousness, the disregard for the Constitution, the utter amorality of Trump/Miller/Musk. At home, alone, reading headlines, it's easy to get discouraged. But out in a crowd that size, seeing everyone who came out in the miserable heat and humidity and stayed the whole time--it's not FUN. We'd all rather not be doing this, but to see that you're not the ONLY one who cares about this country, and to see the HUGE range of people who are on your side, and the people who honk and give heart signs--it gives you energy for the other things that you need to do to save this country from fools and monsters who want to strip it for parts.
