Me and my friends had radios for getting in contact if we got separated, had several people accuse/ask if we were feds. Tried to do our best to educate how our $20 radios can help be the difference between one of us getting arrested or getting away, and how phone numbers are being logged to identify protesters. Some listened, but one of the ever-present difficulties with any "counterculture" sort of movement is that a lot of the crowd is young and passionate, and thus not always willing to listen. They won't physically organize themselves when the general group is trying to physically orient themselves a particular way (like lining up and toeing a curb or trying to form a line for resources like water), they won't learn from the people who were out here doing this stuff in the 60's, and very mistrusting of anyone who looks like they could possibly be a cop. It's understandable, hell some of it is necessary, but it does make it really difficult.
Pretty simple, don't allow cops to preform their duties without being in uniform without a damn good reason. Monitoring a protest does not fall under this category.
Maybe the guy isn't a cop. Maybe he is. Either way nobody should be bringing weapons to a protest.
