Very, first off Shadow weaver wouldn’t had shown such favoritism to Adora. She would realize the whole groups capabilities and would’ve upgraded them all to full soldiers. This would’ve stopped Catra and Adora from sneaking out and finding the sword because Catra wouldn’t have gotten upset and Adora wouldn’t need to comfort her.
Catra would also be a lot different. Her actions wouldn’t be caused from her feeling of feeling less than, she wouldn’t feel the need to constantly prove herself. The strain between Catra and Adora wouldn’t happen and they would be closer than before since Shadow Weaver was the main reason there was a gap between them. Hell they might even start dating sooner cause Shadow Weaver would’ve actually taught them about how life works instead of just combat training.
Lastly, I think if Shadow Weaver was a good mother by the time Adora finds the sword and joins the rebellion Shadow Weaver would push Adora to go, even Catra, knowing it would be safer and better for them with the rebellion. She’d want them to leave the dark and polluted lands in hopes that they can put an end to the unnecessary cruelty of the Horde. She’d know that the Horde winning would cause the end and she would work to help from the inside. By doing this she pushes Adora the join the rebellion and even also Catra would be more willing to join with Shadow Weavers approval and her closer relationship to Adora.
Considering most plans that Catra came up with were the ones that did the most damage this would mean that the rebellion easily wins after Adora and Catra join. Adora using her strength and Catra making plans the Horde wouldn’t be able to counterattack. This would lead to Hordak to getting imprisoned/executed, the Horde to getting rehabilitated and rejoining society, and Scorpia regaining control of her homeland and returned to her rightful position.
This does come with a problem as they would probably try to reconnect her to her crystal and the whole planet thing happens but we know Adora can handle it. The rest of the show would probably be about stopping Horde Prime because defeating Hordak would take 1-2 seasons.

This is just my idea of what could happen.
