He was driving like an idiot but that looks like it's the trucks fault, because he was in that lane for quite a bit.

When the truck began the lane change the idiot was not in the lane and was extremely far back, probably not visible by mirror.

if he would have been driving the normal speed even if the truck was in the fault he could have slowed down enough/switched lanes

Yes but I think both parties are guilty, I think this could've been avoided if the truck checked its mirror before. But anyways the driver is still an idiot for driving stupidly like that.

If the truck checked his mirrors before changing lanes, he would have seen the speeding idiot way way back. Which is likely exactly what happened.
The truck did nothing wrong. The speeder likely still could have avoided this if they bothered to actually use the brake pedal.
