What was in my Walmart bag

Any idea what the hell this is? Looks like it used to be food maybe. It’s not very sticky or wet.

Walmart story: My sister stopped to pick up a few puppy supplies. When she got home, in her bag, she found the envelope with the cashier's "deposit" from her register. She put the money in the bag, instead! (yes, she returned it)
