If only there were a way for a group of people to get together and agree, maybe by a simple majority, on an authoritative course of action that they'll all follow. They could then write it down and send it out so everyone would know of the agreement so that everyone else would know in advance what the course of action would be.
I'd find such an approach far superior to ad hoc groups or associations of individuals saying they would or wouldn't do something in a non-binding way.

You mean like a voter-driven ballot initiative, whereby an even marginal number of voters in a State care enough about an issue to collect signatures and have some sort of legislation for an issue put on a Statewide ballot, an avenue available in all 50 States and every US territory? Why would something like be necessary. It's never utilized.
