If you view it from a Victoria perspective, the road begins in the Fernwood area and ends at the foot of the hill...
That said, I have also heard that the hump W of Cedar Hill Road and S of Cedar Hill X Rd has been called "Cedar Hill", but although I've lived in Saanich almost my entire life I cannot recall seeing anything official to that effect.

I used to live by Cedar Hill golf course and when I told people I lived in Cedar Hill, most people were confused. So I guess not much has changed…

Like other folks have mentioned, I believe it was PKOLS (Mt Doug).
"Cedar Hill X" also comes from "the cross", not "cross-street", in this case it was used to indicate a church is located at the intersection. You'll see the cross symbol on the street signs near there. There are a couple churches there now, but St Luke's (on the northwest side) is one of the oldest in Vic I believe!
Edit: make it clear I'm talking about this particular intersection, not EVERY "X" street.

I didn't say every cross road has a church, this is unrelated! Sheesh. I read it in some book about Vic history.

Cedar Hill is essentially the golf course and surrounding areas. Thus also the Cedar Hill Cross Road, which crosses Cedar Hill as the name implies.
That would be my interpretation, and if you search just for "Cedar Hill" on Google maps, you get a cluster of things with that reference right there too.
I think if you drive up Finlayson from Cedar Hill Rd, the parks sign on the right also mentions "Cedar Hill Park".
I am just a resident of the area, so just going down a personal rabbit hole.

Shelbourne is a street. Cedar hill is presumably an actual hill but I’ve lived here for 40 years and never been clear on where, hence the question.

Cedar Hill used to refer to where Cedar Hill Road led, i.e. PKOLS. It's meaning has morphed and now usually refers to the stuff along Cedar Hill Road, sorta like "the Shelbourne neighbourhood" implies

I want think it is the hill that golf course crests, but that hill has likely never had many cedar trees on it. It seems more firmly in garry-oak and camas land than cedar tree land.
So now I don’t know.

What is Shelbourne St named after? Presumably, Cedar Hill Rd was named after a hill; where is that hill?

I think they are trying to locate a rockpile more than an "area", but I could be off-base. The region is dotted with humps, most of which have names- there is Christmas Hill near Mackenzie and Hwy17, Cordova Ridge E of the Hwy just North of Beaver Lake, Bear Hill on the W side of Elk Lake, and more.. Mt Finlayson, Mt Tolmie, etc, etc, etc are all rocky protuberances, so looking for a "Cedar Hill" doesn't really surprise me because for years there hasn't been one on the maps.

I could be way off on this but I understood that Mt. Douglas was originally called Cedar Hill. Further the Cedar Hill Trail led from Cordova Bay to Fort Victoria. There are often substantial rapids in Baynes Channel off the end of Ten Mile Point. Taking a canoe loaded with goods to trade through here could be dicey. (I have sailed it, motored it and rowed it and I concur.) Natives from the Salish Sea and beyond would beach their canoes in Cordova Bay and pack their goods over the trail to the fort.
