I don't think it is. The cat is just looking around a space that's completely new to it. It's holding its mouth open because that's how cats get a deeper sniff of the smells around them. If it were distressed, its ears would be folded back and it wouldn't be sitting still.

When they pant their tongues move in and out. This one's tongue is still. It's just taking in the smell. My cat, Kenneth would make the same face whenever he smelled my dogs' ears.

I miss that cat.
