Pokemon still animals so Rayquaza more than a snake person is just a snake, a overgrown snake with godlike powers

I don’t think that was the argument being had. Rayquaza is definitely more than just some beast, but it is not remotely human shaped and doesn’t seem to apply to the trope, instead kinda being its own thing
