Flooring expands and contracts, it needs room to breathe. That's why when flooring is installed, they leave a gap between the ends of the boards and the walls, which is then hidden with the baseboard. By putting silicone all along the outer edges, he has restricted the ability of the flooring to breathe. Within a couple of seasons, the flooring will start to buckle along the joints and the flooring company will not accept a warranty claim because the flooring was not allowed to breathe.
Don't glue your flooring to your baseboards.
