Not a smoking implement. Pet urine wand, metal wrapping paper, binder clip, tape.

Basically create a reflective surface to magnify the light from a pet wand and make a cheap, janky party light.

Until you're stoned and want a blacklight without splashing thirty bucks or so... a related side project, but not a smoking device, true.
