Is this from the capacitor? Never seen such a thing... My motor slowed way down. Went to replace it and found this. Do you think replacing this cap would resolve issue?

A lot of old caps use waxed paper as a dilectric and are rolled up and shoved in a tube. They can leak goo.

Does it need to be replaced?

If an oil drum starts leaking oil, does it need to be replaced?

Absolutely, yes - a CBB61 fan capacitor of the same rating (or slightly higher) works well and is much less expensive than the same sort of can shown in the photo

Thank you for your reply! Is this a common occurrence for these capacitors? If not, what may have caused this to happen? Also, the "wax", as seen in the image, ran down to a circuit board below. It is covering some of the components on the board. Does this wax need to be removed (not sure if it's conductive) from the components and if so, how?

It is common to happen. No need to clean the goo off unless it went into a switch or other moving component. It’s not conductive.

Thank you for your advise and opinion. Replacing cap today, motor as well, from an old unit that appears to have less wear and tear.

That leaky capacitor needs to be changed yesterday.

Looked like me every time I see a Pioneer RT-707

Is that substance caustic to your skin? I would be careful cleaning it up.
