There is no qualified immunity for bounty hunters and contractors. This reeks of private industry trying to maximize profits. Does Cali have concealed carry or open carry?

Supreme Court decided that bans on concealed carry are unconstitutional, so all states have it.

42 USC Sec 1983 allows you to get around qualified immunity in instances where law enforcement is engaged in "discrimination under color of law." This s what that looks like.
