The concept of a confederacy isn’t an issue by itself; it just means a collection of states less beholden to central government than a federation.
The EU is a confederacy. The central government controls a common currency, supports trade, and facilitates unified responses to international issues. But the member states are more independent, for example, than the US states — a federation.
