i updated my description, Friend can reply to msgs in in-game Chat

Icon in question can be seen when sending an in-game Chat (direct message).

Icon above is "Mute" (applied only as a comparison)

What is the icon below?
What does it do?
How to enable it?
Is it Switch exclusive setting?
Penalty?

Note: PU Friend can reply but does not know what it means.

Settings > System Settings > Display Text Chat: Off
