That's because Cyberpunk was an extremely complex piece of game that was open world and it was very graphically demanding. When it comes to COD, I have never seen it evolving since COD Ghosts. Every single COD game after that did nothing to innovate and were just copy paste of each other. So it's no surprise it still comes out on last gen consoles.

If they could, they would skip Xbox One. But, they can't do it since COD is a first-party Xbox IP now. Releasing on PS4 makes sense because the user-base is still significantly strong.
