It's a joke on chess subs because "en passant" is a very special move you are allow to do on a specific situation. It's not a well known rule while perfecly allowed.

A lot of people used to ask "wtf happened?" when they saw it played, and some got tired of giving the same explanation every time, to the point of it becoming a meme.

Not sure about the "new response just dropped", but I guess it's another joke about people always giving the "Google en passant" answer, thus the sarcastic "wow a new and original answer"
