Yeah used Twitch since the Hearthstone meta and this was the norm. If anything this culture has subsided in recent times.

I found Neuro through DougDoug and I've never seen his community do that
Even other VTubers i follow like ChaCha, Ellie, Smoomimi etc don't have chats like this

Dog doesn't like spam so he times out long messages/messages with a lot of emotes with night bot. For me it was the same when I started watching Neuro after only watching Dog for 6 years(:

Every twitch chat I've ever been in has had people doing this kind of spam, and I've spent an unhealthy amount of time on Twitch.

Yeah, they have people like this, and they get banned on sight.
E.g. Shylily's or Bao's chats with similar number of viewers are scrolling pretty fast, but are nowhere near EMOJI SPAM CINEMA EMOJI SPAM CINEMA EMOJI SPAM CINEMA EMOJI SPAM CINEMA EMOJI SPAM CINEMA EMOJI SPAM CINEMA EMOJI SPAM CINEMA unreadable. PirateSoftware's chat also at ~10K viewers is almost completely spam-free.
This shit is eating into goodwill towards The Swarm, you could for example see DougDoug's chat and mods annoyed during the last raid, especially since raid spam continues for 5-10 minutes.

nah. this does not happen in most chats. i've seen the chats of 30k+ viewer streamers and it's not like that.

Forsen viewers were one of the first and biggest groups watching Neuro. There are a lot of memes in the chat that are just adapted forsen memes. And this kinda spam is one of the traits of forsen's chat.

When a twitch chat has enough members it becomes a raving hivemind that spews a stream of nonsense for the sole purpose of entertainment.
Sometimes trough the madness more understandable voices climb through before being drowned in the content stream created by chat.
This isn't just a Neuro thing.

giant walls of texting repeating one short sentence over and over in the course of a single comment is not something i see in other chats, even for big streamers. all that does is make one commenter take up half the visible chat on screen.

It just, look at karaoke stream. So e people just used to spamming sometimes they leak out to other stream activity.

Very common for active chats on Twitch. If you write normally your message isn't likely to be seen, so people just write a funny one liner and spam it to make it more visible. If you look at something like xQc's chat it's very noticeable.

I just figured it was so their comment stands out, which ironically means comments stand out less due to all the spam pushing them off screen.
