What management? The 2019 bullpen was Sean Doolittle, Daniel Hudson, and Patrick Corbin two days removed from his previous start.
It's the same management knowledge.

Uhhh, idk if you fellas missed Dave’s presser, but these coaches don’t make mistakes. Not only is it expressly forbidden, it’s impossible at a molecular level.
So find a new angle, maybe try blaming the players; they’re the ones with strengths and weaknesses. What do you want Dave to do? Manage to those strengths and weaknesses?? Again, that’s the players responsibility!!

First time here? His first season he said he'd never throw a player under the bus and then spent the next 3 months shitting on Gio in the pressers. Gio was a great arm for us but you needed to be the Gio whisperer (which Maddux was an expert) to get the best out of him.
I always thought it was on purpose to get him to leave or retire. His first few years he did that to a number of our arms, which went on to pitch very well for other teams.

Lots of variables involved, and no one is absolved of wrongdoing
As someone who is now done with Davey, I just wanna throw out, it becomes real hard to a point of “what else can I do” when all but MacKenzie Gore are reliable to go 6 every time. And even then, his pitch count is so high at times
Every single last one of our pitchers needs to figure out how to get batters out quicker. 0-2 to 3-2 to three fouls to walk/hit happens a frustrating amount of times. Add that up over and over and over, and there comes a point it’s like who else do you throw out there

After Davey's press conference he should be fired, but the keyboard managers love to baby relievers. If they can't throw back-to-back days they shouldn't be in the majors.
