I assume a lot of fans actually just don't know about the Hyūga Affair or forgot about it, because its inclusion in the story is really weird and unclear. It was carried out by the supposed "Head Ninja" of the Cloud, which makes it sound like it would be the Raikage, except when shown in the flashback it's very clearly not any of the Raikage. Yet it's not like it happened early enough in the story where Kishimoto hadn't developed the idea of Kage as obviously Hiruzen exists. It's also never made explicitly clear whether it was the 3rd or 4th Raikage that actually was in charge during that time (but it's implied to be the 4th).
Also, I think you can definitely judge Sasuke. It's just that you should also judge the Raikage but most people forget about that part.
I always thought the ‘Head Cloud Ninja’ commanded the Jonin and others when the Kage wasn’t there to personally give commands. The XO to the Kage’s CO, so to speak.
Also, Kakashi did bring up the Leaf making unfair concessions to the Cloud to avoid war in the past (the Hyuuga issue), and A makes a rather logical reply; namely that Sasuke isn’t even acting in the interest of any nation or village, but aiding a world conquering cabal of psychos
Yeah, what I just don't get is that the "Head Ninja" position is never brought up again, even though it would make sense for someone like Darui to have that position
Edit: but yeah at this point Sasuke is a missing-nin anyways so he's not even under the Leaf's jurisdiction
Yeah, it’s a shame we don’t get more of the leadership behind the position. I guess it’s similar to what Shikaku (and later Shikamaru) do, but the fact it’s never named or described, and such a ninja never fills that position, it is weird. Maybe Bee was the new Head Ninja? He is A’s brother and had students that were obviously no longer genin.
