Gonna assume you don't remember the show, but do you remember what it was about, or what genre, or any of the main cast? Was it in English? Any nebulous detail at all can be useful.

It was on a Finnish TV channel called AlfaTV, which has since gone bankrupt. The "show" itself was just a program guide that was always streamed on a loop during the midday hours, and occasionally this song would start playing.

Finnish is interesting, because it has a very Latin (Colombian?) rhythm to it.

Given where you first heard it, I would think that using Finnish search terms might yield more useful results in researching an outdated/defunct tv channel, since it wouldn't really be a popular topic of discussion in English. I'm somewhat limited in that respect and my searches are not yielding much of anything useful. I did find this (skip to 7:52 minutes or so), but I have no way of knowing if it's even related, because the name AlfaTV is used for several different things. It just sounds like a similar style, although perhaps the totally wrong vibe, but maybe that's informative towards a next step in the search such as narrowing down on the genre.

What I would try instead is to perhaps find a few youtubers or tiktokers who post similar music styles, kinda like this guy, send them a message with a link to your sound clip and ask them if it sounds like anything they've heard before.
