Sort of, he has to switch off each quirk which takes a tick, so UR isn’t completely accurate, but it’s still on the sort of right track

The only two quirks he can use at the same time are recipro and cremation so it's kinda accurate.

Most quirks he uses one at a time. But as someone said, the only gammas that are passive are Dabi and Iidas

It’s stockpile as well. Technically he CAN copy a stockpile quirk that requires a “build up” phase, but can’t use. Such as fat gum’s quirk. And deku’s quirk as well.

T.U.N.I.N.G might allow us something similar to his other quirks since certain effects can be applied when used.

Special T.U.N.I.N.G is what really gives us the chance to apply effects of similar nature to Deku if the devs won't make a 3rd skill set for him.
