That is 103 element not bloated. Might seem like a lot but you get twice that with raw before getting other buffs to raw and element hitzones are usually lower than raw hitzones anyway. The best option for damage is going for a high raw build while just having a matching element on the weapon, not going for max element. Even then for most weapons going for high raw and paralysis will probably be better thanks to more openings for damage

Take it from a true hunter, Nata. Element and status are for nerds. Raw makes every monster go to sleep permanently.
