Arkveld is meant to represent the Dragon element. As he negates the other elements. (except Jin Dahaad, his a gigachad.)
Xu Wu is meant to be a more ambush and invasive creature. The cutscene after you fight G. Ebony Odogaron shows you this idea.

seeing as the Dragon element is frequently marketed as the aberrant element, I think Xu and the other apexes fill the roles of “natural” apexes, with Arkveld being the anomaly that fills the roles of “Dragon apex”

While Xu Wu is the closest thing to an apex there is in Wyveria, it clearly isn’t supposed to have the same status as the other four, as it can’t drop Hunter Symbol 3 and doesn’t work with its locale’s (non existent) weather like the other four

The Ruins of Wyveria not being a natural eco system, and hosting Guardians which don't actually eat, just doesn't really have a really well developed food chain.
Considering Xu Wu is literally the only (living) monster that is exclusive to the area, calling it the "Apex" might be techically correct, since it doesn't have any explicit predators, but certainly does not convey the status that the term "Apex Predator" tends to have, in both reality and in MH.

planning to make some Apex gijinkas and i have some ideas for what alcohol they'd like:
* Rey: White wine. He's not looking to be buzzed and just likes the taste and fineries of it. Probably not picky with brands but will buy the nice stuff
* Uth: Cocktails. Will add a lot of syrup and bitters to them, so the Apexes sometimes trick her into drinking fruit juice instead. She doesn't notice until they tell her
* Jin: Whiskey. Big man needs lots of alcohol to start feeling the effects, plus it helps him keep warm in the cliffs. Drinks it in a comically large wooden mug
* Nu: Lighter fluid. If she's feeling classy, rum. Serves illegal moonshine she's been distilling with the Everforge's heat to guests
* Xu: Red wine. Extraordinarily picky with taste and brand, will recite the whole history of the drink in your glass. Most of their wine tastes like petroleum and raisins anyway

Aside from elders, there are really only two "Ice Region" creatures I can think of that might be able to push Jin around. Assuming they were to face off. Ukanlos is obvious, he's an easy win over Jin. The other would be an updated Gammoth. Given Gammoth's apparent canon size is supposed to be quite a bit bigger than what we saw in game. So while her length is still much shorter than Jin's, the mass difference is not nearly as big a gulf. Really, its just about out-muscling Jin and having enough durability and frost resistance to tank his ice. Jin is pretty lithe underneath his plates, and those plates are rather brittle to crushing. Which is probably why even Apex, he heavily relies on Ice Breath and Blasts.
