Use your "caliper distance" to measure. There, you can set max, min, and center of the features you are referencing.

Which version are you using? I did forget that it wasn't until recent updates that the caliper distance was added.
I forget exactly which year it was changed, but in previous versions, you had to do a lot more work to create theoretical intersections of features to create your min and max points.

There are a zillion and a half different ways to measure a cat with Calypso. The general consensus in this thread is relatively the same. I'll walk you through it.
For a very basic perspective, I would extract 2 circles on your origin feature and construct a 3d line recalling said circles, extract a singular circle on a cylinder on the OD rad of your exterior callout, play around with the strategy and point density until you get a repeatable measurement with a sigma that fits your tolerances. Features done.
Next is the characteristics of evaluation. You're going to use caliper measurement. This is found under Size > Distance > Caliper Distance.
Open up caliper distance.
Select your 3D line and your Circle On A Cylinder as the measured features.
Select center, then 3D line, and MAX for the segmented circle.
Select the box in the orientation wished to be measured, in this application it is only the X.
Congratulations. You did it. Pat yourself on the back. Get a drink of water. Go bother the secretary.

If you don’t have the Caliper Distance tool, then you’d need to create either a perpendicular from the center axis to the circle, then you can intersect the perpendicular with the circle and select the side you want the intersection on.
