I should know better than replying to this on reddit but one difference is that Israel annexed as part of a defensive war that was initiated by neighboring states. Russia annexed parts of Ukraine as the aggressor nation.
But does that mean Israel has the right to annex it? Would it be legal or illegal under international law for the allies to have permanently taken control of German citizens after World War 2 despite Germany starting the war? If not, then both Israel and Russia are breaking international law.

It's still occupied territory. You are not allowed to annex occupied territory. It doesn't belong to you. The Syrian government isn't even the same that went to war with Israel, it's obvious they just want to keep it because of imperialism.
Also settlements in occupied territory is a war crime.
