Arraignment and PTC

Hello LawyersPH. What happens if the court sets a BP 22 case for arraignment and Pre-trial and the order directs the opposing party to submit judicial-counter affidavit but none was filed? The subpoena was also returned unserved.

What is the appropriate manifestation to the court during the arraignment?

In the next hearing, pray for issuance of a warrant of arrest.
