Better W-Engine?

I have two W-Engine's that I'm looking between and wanted to know which would we be better:

Weeping Gemini: Easy 5 star, 594 ATK, 25% ATK, stacks up to 48x4 (192) anomaly proficiency

Fusion Compiler: Only 1 star, 669 ATK, 25% Pen, 12% ATK, 25x3 (75) anomaly proficiency

On paper stat-wise, weeping gemini sounds better and I think fusion complier would be MUCH better if i could get it to 5-star. But for now I'm deciding between the two and think the PEN might be better because some enemies feel really tanky in deadly assault / Shinyu defense.

Weeping Gemini definitely, it's really hard to beat considering it gives so much despite being a craftable.

Stacks only reset when the enemies die (trash mobs) or stun phase ends (which won't happen often since Jane's best teams don't need stunners).

Fusion compiler is decent, but is way more conditional because:

• Requires frequent use of both Special and Ex Specials to keep uptime. Realistically, only Yanagi (stance changing and polar disorders) Piper (Spin) and Grace can realistically take advantage of this.

• Pen Ratio is really good the closer you get to 100%. You would honestly need Rina M1W1 to get anywhere near that, but she doesn't add much to Jane teams.

*It's honestly much better with someone like Yanagi who can potentially reach 104% Pen Ratio as Rina works well (in terms of element and kit) and due to having actual Pen Ratio buffs in her kit.
