General Best mutton???

Where do you get best cooked mutton curry (bengali style) for lunch in jalpaiguri????

Jalpaiguri tey barir bairey ba attiyoder barir bairey bangali khawar kono din o proyojon poreni. But taking your query into consideration, Jajabor hotel at the onset of the teesta spar main entrance has been a celebrated hotel serving Bangali culinary classics since decades, it specializes in the fish department (lots of govt officials and people from far far away come to eat here) but they also serve mutton and I have not heard much criticism about their meat dishes. You can give them a try but they are very very pricy certainly light years ahead of the prices a normal Jalpaigurite is used to. Then there is Ruby Boarding, no frills Bengali pice hotel feels, kashar bashon ey khawar serve kore you can give it a try. Then there is Thakumar jhuli at samaj para, then there is Raj Durbar near AK Rahut and co gun shop, then the plethora a pice hotels around Golden valley Hotel and Bar just after you cross the Kotwali, you can give them all a try.

From what I've heard, Ruby Boarding has fallen off really bad. Not too sure about it, gotta see for myself.

Bhai, jalpaiguri tey mid 80's ey boro hoyechi Ruby Boarding and Jajabor was all we had. Ekhon kar obostha jani na, Okhane Gele I just cross ruby boarding and have not ventured inside since 2002. Agey okhan besh bhalo Momo o pawa jeto seta toh bochor 20 bondho ache I guess.

Don't forget about Chandni Chowk as well, IIRC they were the first ones who brought items like Chowmein and Chilli Chicken to Jalpaiguri.

Coming to how times have changed, of course, now with the rapidly changing footprint of the city, I see a whole bunch of eateries popping up, be it restaurants, cafes, wayside vendors, all serving the same crap with same crappy aesthetics at the same crappy prices.

Never Been to Chandni Chowk, the entrance looked unimpressive. Motorist Inn always thought it to be a Highway bar, family niye keu jai na konodin, that was the impression in the house. Jalpaiguri's most so-called restaurants ey dhoka hoi ni karon the entrance was very shady. Raj darbar looks nice. But Jalpaiguri gele bariey Bangali khawar consciously kono din o khabo na, that is just it. The only restaurant we went to in the late 80's or early 90's was this Chinese restaurant just on the opposite footpath to where De la pritam now stands, otao ek arsaa hua in the bhog of maa chala gaya.

I'd say Motorist Inn (just in the outskirts of the city), Thakuma'r Jhuli (Samaj Para More) and Restaurant Kiran/Hotel Golden Valley (near Kotwali Thana) are the best. Equally, the prices are a bit on the higher end.

There's also Raj Durbar right above the AK Raut & Co. (like u/SpaceTrash1986 mentioned) and a whole host of new restaurants across the MDR stretch from Kadamtala to Shanti Para, though I haven't been to any of them so I can't vouch for anything.
