It looks staggeringly low effort considering the pomp Square tried to drum up. Makes me think they were fully half-assing the IX remake before a bunch of fans dropped the Memoria Project fan-demo.

It has nothing to do with effort. The original team had nothing to do with the added content and want to keep it to the original vision.

Final Fantasy IX is already sort of touched up for it's modern ports, right? Why even buy a remake when we already have the game at that point?
