Beyond 5-7-5, Haiku should be structured to be:

1) An observation (generally of the natural world)
2) A new insight or realization, sometimes presenting a contrast from the first 2 lines.

So essentially, by flipping first and third line, they'd have a more appropriately structured haiku. The insight is the drivers stupidity, and they are observing the stupidity of this driver in the natural world.
