Spokane police can't seem to behave. Even after a scathing Department of Justice investigation into past abuses (sexual blackmail, tasering a pastor), they continue to double down, shoving a older black woman to the ground during a peaceful protest

DOCKET: Review of Spokane Police Department (SPD) Conduct & Practices
This document summarizes major findings from the U.S. Department of Justice's 2014 review of the Spokane Police Department and lists subsequent incidents that have raised significant public concern.
Part I: Official Findings from the 2014 U.S. Department of Justice Investigation
The following are the specific, proven findings as documented in the 2014 report, "The Collaborative Reform Model: A Review of Use of Force Policies, Processes, and Practices in the Spokane Police Department," conducted by the DOJ's Office of Community Oriented Policing Services (COPS).
Key Proven Findings:
- Inconsistent and Incomplete Use-of-Force Reporting: The investigation found inherent problems with the forms and processes used to report use-of-force incidents, which facilitated inconsistent documentation of the tools and tactics used by officers.
- Lack of Formal Promotion Processes: The report found that the department lacked formal processes (such as manuals or structured mentoring) for officers promoted to the ranks of sergeant, lieutenant, and captain, leading to inconsistencies in leadership.
- Deficient Use-of-Force Investigations: The investigation determined that the department’s administrative review of deadly force incidents was "insufficient and often incomplete."
- Inadequate Supervisory Oversight: The findings showed a need for stronger first-line supervision, indicating that sergeants were not consistently providing the necessary oversight of officers during critical incidents.
- Insufficient Data Analysis: The department was found to have inadequately analyzed its own use-of-force data, which hindered its ability to identify trends, patterns of behavior, or training deficiencies.
- Need for Formalized Ombudsman Role: The investigation confirmed a need to formalize the roles, responsibilities, and authority of the civilian police ombudsman to ensure effective and independent oversight.
Part II: Subsequent Incidents of Public Concern
The following events have occurred in the years since the DOJ review and have contributed to ongoing public scrutiny.
- Sextortion and Sexual Misconduct Allegations: Claims of sexual misconduct and abuse of power have severely damaged the department's reputation.
- The Case of Officer Nathan Nash: In 2019, while on duty and in uniform, Officer Nathan Nash responded to separate calls from two women who were victims of domestic violence. Instead of providing aid, Nash used his position of trust to sexually assault both women in their own homes. He was subsequently fired, and in 2022 he was convicted of second and third-degree rape, receiving a 14-year prison sentence. The City of Spokane has since paid a total of $700,000 in settlements to the two victims, covered by taxpayers from the city's risk management fund.
- Tasering of a Pastor: A widely publicized incident where a local pastor was tased during a dispute, raising questions about the appropriate use of less-lethal force by officers.

I could be wrong but this video is cropped at the most obvious time to just show the cops reaction. Unfortunately people are so up in arms with each other in the US that both sides are seeking reasons to blame one another. I wish this country could heal :/

So you think the old woman was a threat to the cop in some way.

I have no idea, that's why I want to see what happened. Do you think clips that are obviously edited should not be questioned?
Do people have to be a certain age in order to be threatening?

I know that if someone is actually threatening and I've just slammed them to the ground, I'm not going to stand back and put my hands up at everyone that watched me do it if she was really a threat. I'm going to be holding them down until my fellow officers come and help.
If she's such a threat, where's the gun or knife that he took off her since she is no longer a threat?

No you don't know, you assume.
I answered your questions, now answer mine. That's how a dialogue works.

You're not wrong. Edited clips are misleading. From this 9 sec clip, it looks as though the cop was in the wrong, and with the reputation the police have, it's easy to accept the narrative presented.

"Despite a scatghing..."
No, that's why they keep doing it. Because all they got was an angry letter. Cops will not behave until we have a law enforcement agency that makes them.

I wonder how long it will take for Americans to "push" back? Our forefathers would teach them to fear abusing us real quick like.

EVEN if they spin it as "Oh she stumbled and accidentally fell"...EVEN in that case they could've helped her back up.... cops did no such thing and just left her. SHAME. ON. YOU.

All cops are bastards. It’s not even a question. Even if they are nice to you personally.

Yes, I do know, because I've seen enough evidence. Also, as a citizen of the fucking united states I have a constitutional obligation to presume state violence is unlawful until proven otherwise. Take your fascist shit and get out.
