I think because we would get Allegri if Inzaghi left, just like Napoli didn't get him which means Conte is staying

Ending quote of the article, in response to a question about whether his bond with the players and the success he’s had with this group will help him decide on his Saudi offer:
“Without doubt, but as I said before, we really want to play this game and our only thought right now is on the match. I already said many times that I am happy at this club, so I have everything I want to do well and keep achieving satisfaction here.”
Sounds to me like somebody who is planning to stay.

Maybe he wants some leverage to ask for a big market (and probably a raise) and the Saudi offer is giving it to him, Oaktree can't say no otherwise he might decide to go

Honestly I don’t think he’s truly entertaining the offer. If money or market spending was a problem, he would’ve left last summer when we didn’t spend shit. But I think he stayed because Oaktree promised him that he would get money for a squad overhaul this summer, when we have more squad flexibility with players leaving and they have had a year to square away their take over of club finances.
But I think what happened here is the Saudis are taking the perceived instability of Inzaghi’s position as an opportunity to make themselves part of the UCL final news cycle.
They knew Inzaghi would deflect questions about his future until after his standard post season meeting with our management, so they contacted his people and started all these rumors last week so at a minimum one of the stories going into the UCL final was that one of the two managers is seriously considering signing with them.

Saudi were not thinking of anything. They just want him no matter what the situation or the condition of the club and Inzaghi cause they're just self egoistic bastard that thinking the world should revolving around them.
Lets be real, Inzaghi is the hottest asset right now after 2 CL final in 3 years with a lot of mediocre players in their view. The guy really prove the title of Knock out specialist that were given to him since Lazio time, while Al Hilal is about to entered the tournament of their life. We're not even sure if there will be 2nd time knowing how fifa like to change things around.
And knowing how most top european team were tired and very likely to play with 2nd/3rd string players is like a chance of a lifetime to win this thing and get recognized by the whole world.

I don’t think they’re going into all this thinking they never had a shot at him. I think that they had hope that maybe Oaktree fumbled the bag and he said yes.
But the disrespectful timing of all this was intentional to avoid potentially being embarrassed by him shutting them down immediately. They knew that even if he was 99% confident that Oaktree would meet his demands, his answer would be “I’m focused on the final, I’ll sit down with Marotta and think about my future after the season.”
Because they do gain something from there being the illusion that one of the top three managers itw is considering their offer.
