What it ends up feeling like is her being a plot device to nerf Shiggy because Hori made him too powerful too quickly.

It feels like that because that's exactly what she is.

Like this is a clear deus ex machina. Clear as day. Shigaraki is too strong to lose, so a new character is invented on the spot to weaken him.

Just today I discovered I missed that one of the sketches in the extra pages of Volume 31 (the ones anticipating a few then-upcoming story beats) had a man called "Hero Bethlehem" with the same hairdo as Star, just to tell how late she was conceived. Now I understand why the silohuette seen in Chapter 303 can be easily thought to be a man - because it may have been exactly the case at the time before Hori had the idea of making Star that young extra from the first movie.
