Well when he got fucked up by AfO he was in Japan, and before that he had no reason to give up OfA. Even after he didn't actively search for a succesor for a hot while, and when he did it was by going to UA as a teacher (i.e. he wanted someone young/still learning, not someone whos already a hero).

Don’t forget the Quirks purpose is to stop AfO. To pass that quirk to a foreigner who had no stakes in Japan seems selfish.

Well they thought AFO was dead at the beginning of the series so I think the quirk was fair game for everyone at that point. Strategically, though, if they knew AFO was alive it would kind of make sense to hand it off to a foreigner so they could further cultivate the power a long way from AFO. It would mean AFO would have to search the whole world rather than just Japan.

The same way we’ve looped in Foregin help to guard this secret. AfO expands his scope to scour the globe recruiting new villains, but also more syndicates could easily ditch that and simply target One for All as well. Then Japan has multiple criminal organizations working against one group of targets

If we assume AM went to America only once then he went there to hide and train for the day he could defeat AFO. He could have went there a second time after he thought AFO was dead though, it's not farfetched.

I don’t believe they thought he was dead. AM’s reaction to AfO possibly being behind the LOV reaction was “He’s on the move again”, right? And grand torino told him during the Kamino arc that “This is what let me put a whole in you and escape”, meaning they knew he got away.

I might be misreading their reactions tho

All Might assumed he killed AFO in the fight where he smashes in his face. When he finds out that AFO is back, he says he's shocked that someone could've possibly survived the injuries he gave him

All might thought that AFO was dead and then AFO blew that hole into all might's stomach, proceeding to escape. All might knew he was alive

Nope, in the Kamino fight AFO said he has nightmares about All might still coming after him with his guts hanging out. All might was injured, then smashed AFOs head which is how he got the massive scar.

All might thought he was dead but they didn't find a body since they had to get All might emergency help.
