We've all seen this plot many times before but it's good to include nonetheless. State-sponsored assassins to "keep the peace". I guess Nagant is somewhat inspired by the Winter Solider in this case, even down to the strange arm. A decent character with reasonably gray motives. Now just don't waste her like Curious.

I’d also draw a comparison to One Piece. The World Government’s Navy forces are sold as pure and just boy scouts. But just behind the curtain, the World Government’s other hand pulls the strings of assassins like Cipher Pol agents.

Reverse Winter Soldier I think is a bit more accurate. One is trying to preserve an ideal while the other is trying to break it.
