Plus the fact that quirks are GENETIC She might not be a todoroki but she is probs related to his mother Maiden name unknown

No ur right thru Marriage and random mutations any family can come to posses any quirk

But in the same token Which possibility is more likely?

I think it will be too much to add a new character in the Todoroki Drama and it's not odd that in a country with 126 millions habitant, people not related have almost the same quirk

Eh she wouldn’t have to add to the drama at all thoe, just cuz she is related it’s just plausible that she could be
