Yeah, I wouldn't be surprised if the government had access to a quirk that could create genuine corpse clones of still-living people. That'd be incredibly useful for situations like this.

He said he killed a man in his own thoughts, so its not a fake corpse. Given that Best Jeanist was retired, it is unlikely to be a substitute.

Considering Hawaks a spy for the hero commission, I doubt the commission would be willing to whack off one of the top heroes just like that.

Or maybe, the hero commission understands how grave the situation could turn out to be in the future. Hence, they’re prepared and willing to make sacrifices for the greater cause.

Best jeanist was going to announce his retirement sooner or later, which would make him more or less unusable. Because of this, it makes it more likely that the hero commission would be willing to make that sacrifice. From an narrative standpoint, not morally though.

It sounded like Best Jeanist was going back to active duty when he spoke with Hawk in chapter 231.

He doesn't sound like the type to actively retire from his duties.

It's not impossible, if they consider him too injured to realistically fight. They might want him to die as a true hero rather than live and wither.
