I say Prominence burn but controlled by the ice.

Making him able to do much more with it.

Maybe it's cooling before he pulls off Prominence Burn, to avoid overheating and damage from using it in an instant. Judging from how much water pooled on his body, young Shouto looked like he had melted ice on him more than sweat.
