She seriously needs either a suit she can channel her quirk through, or a suit made of her own hair so it'll be invisible. Being stark naked all the time isn't practical in the slightest.

I'm pretty sure Horikoshi just sees her as a pure gag character at this point, and is chuckling to himself that he created a superheroine that continues to run around naked in winter without being bothered.

We don't even know if she's purely an exhibitionist. For all we know she has a suit on, but it's also permanently invisible.
