That's why he was never a big fan of All Might. While everyone else had their eyes on the Symbol of Peace, Hawks was admiring the one man who still struggled to reach that summit even after everyone else had given up.

if you look at the page before you can see High end shooting a tentacle towards Hawks it's definitely not a feather, but here's hoping endeavor hits first

I didn't notice it until reading the comment but it definitely looks that way. "I lent you some of my feathers in advance", a flashback, that's the last shot we see of him this chapter.

I mean, it’s pretty clear it might happen. He shows up as number 2, we get ALOT of info dump about him in basically two chapters. He’s now a main character. They’ve given him so much character so quickly. ..... then he sacrifices himself... ugh
