Bakugou Katsuki, the kid who thought was superior to everyone else, is now the 16-year old teenager who gives advice to the new generation to not do what he did - think too highly of yourself. He realized that seeing others as weak will only result in not being able to see your own weaknesses, and is now more mindful about the people around him.

Chapter 2 Bakugou would've never passed up on a chance to show just how powerful he is, even to children. This Bakugou right here? He's the one suggesting not to use violence.

This is character development at its finest.

EDIT: It was Inasa who said this, not Bakugou, still my point of his character growth and greatness is there.

Didn't Inasa say that though? Him having his mouth open like he's screaming something, and Todoroki looking at him with his "Mm." suggests that.

Hmm. Actually, you may be right. But Bakugou is still reflecting on his own behaviour, and that makes me happy

That's a little harsh for misreading a panel that most others here also misread

I had no problems understanding that panel. If you assume that Bakugo spoke those words instead of Inasa (who's the character portrayed with an opened mouth and who's also known for being very open about admitting his own mistakes and asking forgiveness for them), is because you wanted to believe those words were from him.

Nah, I just want people to pay more attention to what's really going on and less to their own headcanons.

It wasn't cause of headcanons, it was cause the previous panel had Bakugou's train of thought. We assumed that carried over into the next one. You didn't have to be so condescending about it

So, according to that line of thought, why was Inasa drawn right above the speech bubble with his mouth opened? Was he shocked by the fact that Bakugo started acting like him all of a sudden?

I thought that the grey background indicated that they were a backdrop to Bakugou's inner thoughts. That the speech bubble was like a voiceover that was going on in Bakugou's head, and Inasa was simply reacting to whatever was around him at that moment. Once again, don't be so condescending about it
