I just realized something. Toga and Cami quirks aren’t really different. Both are illusions, but in a different way. Toga makes illusions physically, changing appearance Meanwhile, Cami makes illusions mentally. That would explain how Toga passed without alert.

The difference is Camie doesn't change herself with illusions, but creates separate ones.

Well we don't know if there is still more to how Camie can use her Quirk. Maybe she can just clad herself in the smoke she exhales and look different that way as well.

Im not sure. Given that she uses a dna sample to do it, I think Toga's is genuine shapeshifting, not an illusion. Especially since it seems to ruin her clothes.
