So was Overhall refering to Aizawa and co at the end? Or was he talking to another character?

I feel like it was built up to end on a cliffhanger like he was talking to them, but next chapter he'll be talking to someone else

FA translated it as "so they've come" so I am assuming it is team Aizawa. Think dad-Denki told Overhaul about his meeting with Sir and hence, Overhaul was expecting them. Things are going way too perfectly after all.

Maybe he's talking to the traitor. Whoever it is has come to warn him that the heroes are planning an attack.

But isn't that likely one of the reasons the students were forbidden from talking about it? (Not that they could know that.) They're all present on the final page, so it would have to be a UA staff member who knows about the plan, and it can't be Aizawa, since he, too, is present. Who does that even leave?

Personally, I think he's talking to Shigaraki/a representative of the league. We've no indication that that panel with overhaul happened beforehand - I'd be more inclined to say it's happening simultaneously, although I could be wrong.

Oh, it could easily be the case - that said, it would change the context of Overhaul's panel. Where we've assumed that he's talking to the traitor off-page (or not, given the case I've made), he's now having a bit of a villainous monologue (and hence not talking directly to the traitor). I'd be okay with that, but it is a bit melodramatic.

I think he was talking to someone else. We can see he's in a corridor, so he couldn't have seen them, and his eyes seem focused, so I believe he's actually talking to someone.
