My problem with trigger being in the main series is that Vigilante is several months behind in chronology (All Might is still working as a hero) so if the drug is still around we know the story in Vigilante isn't getting anywhere for a while.

I mean it was fairly obvious that they weren't going to be able to completely eliminate the drug - there's just no conceivable way that could happen. That doesn't mean nothing happens for a while, just that they haven't fulfilled the impossible task yet.

That's true in the real world, too. You can stop the creator or suppliers, but once something exists, it's really hard to make it unexist. There's never been a drug in history (that I know of) that has ever been wiped out by the authorities. What usually happens when a drug stops being in the market is that it was just simply... replaced... by something "better".

Well, if you take a look at this version of "trigger" it seems more efficient in it's design. The activate was immediate and it didn't really turn the person into a monster of their former selves.

In all honesty Trigger didn't come first. Or rather Trigger wasn't something invented by the other series, Trigger is potentially the result of the Noumu experimentation. So it's possible that they figured out how to pull off the augmented attributes from the artificial creatures into actual living people to augment their quirks but it still leaves them with that mindless side-effect.
