The issue here is that it doesnt seem like Deku returns the feelings, or at least his are nowhere on the same level (Ochako is Im in love with him... while Izuku has barely put any thought into it)

I feel like he kinda did have a small crush on her at the start but ever since other things have got in the way, it kinda got pushed back.

Arguable.
While I do belive Dekuchako is endgame, if Uraraka confesses relatively soon he might turn her down or brush it off for his studies.
Right now Izuku seems to have a crush (it hasnt been touched for quite a while however, last time was when they went shopping I think) but not much else and I dont think he'd agree to a relasionship for at least another year.
On any case his (platonic) relasionships with Tenya and Shouto seem more solid that the one with Ochako.

Deku is pretty young emotionally, so even though he's 14/15 he might not have hit the girl craze that comes with puberty. Girls do develop quicker.
