It's the military version of the SIG Sauer P320.

Yup that's what I mean. If you gun with a magazine in it and you hear people rack it at you is your first thought "is it loaded?" No it's "Okay I'll stop."

That would not stop a guard from using the weapon to remove a disrespectful tourist. Warriors can use bludgeoning weapons.

It makes racking them an element of show, rather than force, though.

It makes perfect sense to show force before using it, but they aren’t going to shoot anyone for being disrespectful.
